Germany’s international cooperation with Turkey dates back to the 1960s. The Federal Republic of Germany and the Republic of Turkey signed an agreement on technical cooperation in 1970. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has maintained an office in Ankara since 1998. On behalf of the German Government and other donors like the EU, GIZ is currently supporting Turkey’s efforts to host approx. 3.6 mio. refugees. GIZ is currently looking to employ a qualified and reputable Procurement and Contracting Specialist on a full-time contract to support the Büro in Ankara.
The Procurement and Contracting Specialist’s main activities are stipulated below:
A. Main Activities
- Assessing the submitted proposals based on the established criteria and required product specifications and negotiating agreements
- Monitoring supplier performance, following up orders, inspecting and assessing the quality of the supplied goods and services, and solving problems together with suppliers
- Informing projects and programmes on time about the status of procurement and customs matters
- Maintaining stock records and procurement records and files
- Procuring materials and equipment locally:Monitoring markets
- Issuing invitations to tenders and processing orders in accordance with GIZ regulations:
- Entering and maintaining data relevant for procurement and tenders in Prosoft
- Collecting offers from the supplier to perform formal bidding procedure
- Opening the quotation and select the supplier for the consignment as per GIZ rules
- Carrying out local procurement procedures according to GIZ guidelines (negotiating costs, inspecting delivery etc)
- Keeping the supplier database updated and always look for alternative suppliers
- Receiving the ordered goods and checking the quality and quantity of the delivery, and rearranging the consignment of the defected goods if necessary.
- Preparing the documentation of invoices (delivery notes, quotation, order, request of the materials) to be ready for payment
- Following up the delivery of materials in coordination with project and supplier.
- Keeping the track of the payment procedure in cooperation with the Accounting Department
- Filing the documents regarding the transactions (electronic and paper)
- Keeping the procurement evaluation record updated
- Contracts and financing agreementsUndertaking plausibility checks of the documents presented for contracts (services and financing)
- Carrying out the formal bidding process as per GIZ rules when it’s necessary
- Preparing contract of services and financing as per request provided by the respective project
- Entering and maintaining data relevant for contracts in Cosoft and DMS
- Ensuring the timely approval of contracts and the contract related documents
- Filing the documents regarding the transactions (electronic and paper)
- Carrying out negotiation processes with local consulting firms and forwarding the follow up to the HQ when necessary
- Keeping the Contracts evaluation record updated
- Advising projects on the procurement and contracting procedures
- Informing GIZ staff about contracting and procurement documents
- Performing other duties and tasks as per the request of management
B. Required qualifications, competences and experience
- BA in business administration, recognised commercial diploma in business administration
- At least 5 years of professional experience in procurement.
- Outstanding knowledge of procurement of services and materials processes
- Very good working knowledge of information and communications technologies (related software, phone, fax, email, the internet) and computer applications (MS Office, SAP, etc.)
- Full Professional Proficiency in Turkish and English, and ideally a knowledge of German
- Willingness to upskill as required by the tasks to be performed
- Ability to develop SoP and update the process due to policy modifications.
- Outstanding knowledge of supplier management.
- Experience in Turkish market and local procurement regulation.
- Outstanding knowledge of contract drafting.
- Knowledge of Turkish Tax Law is an asset
- Confidential handling of data and information
- Very good cooperation skills and strong team player
- Strong organizational skills and experience in administration
- Willingness and ability to regularly travel in Turkey
- Outstanding verbal and written communications skills
- Dynamic personality with a dedicated focus on the delivery of quality services even under tight timelines
- Self-motivated with proven ability to work creatively, proactively and innovatively with limited direct supervision
